To help plan and coordinate the State Animal Response Team in order to better coincide with the major
plan already in place by the State Emergency Response Team.
General Needs Identified by Industry Specialists:
- to have industry contact teams immediately in place following natural disasters
- to minimize public health concerns and the spread of disease
- to be able to gain immediate access to portable incinerators during disasters
- to be able to move trucks in and out of disaster areas
- to have a plan for the care of both living and dead animals
Farm Plan:
- rendering is the disposal method of choice followed by burial, followed by composting and incineration
- make publc aware of new burial regulations
- each farm should have a prearranged contract for burial/removal of animals, this will aid in receiving FEMA reimbursements and help to ensure the availability of correct equipment
- each farm should alert the county of a contact person
- each farm should have a communication plan in case of power outage
- each farm should provide a resource list to county
County Plan:
- informative/educational meetings should be held to help the farmers, county county agents, EM workers, transportation workers, and county health officials formulate plans
- each county should create a plan for restoring power to rendering facilities, feed mills, and processing plants
- each county needs a directory of all contacts within the county
- each county needs a prearranged press release for information regarding dead animals and public health risks
- each county should appoint a public information officer
State Plan:
- a contact person should be identified
- a communication plan should be created
- roads to rendering plants, feed mills, and processing plants need to be identified so they may be cleared
- if flooding occurs animals of suitable age should be taken to slaughterhouse (not to exceed annual guidelines for slaughterhouse)
- help DOT to understand that slaughterhouses are a priority
- find out what level of pumping is allowable for failed lagoons
- discuss expense of shipping dead animals out of state
- create a directory of people and a resource list
